My immediately preceding telegram.

I feel sure that it would be in interest of legitimate

British shipping to supply even if only unofficially list of

vessels transferred. Second request seems rather a tall

order but it cccurs to me that British shipping companies

might perhaps be advised to inform Japanese Consular authorities

direct through companies agents at Shanghai or elsewhere of

names of ships entering blockade area.

If this is approved in principle I will try to arrange

accordingly with Japanese Government.
